Mayor Frustrated with Budget Process

Mayor Michael Pantelides will present his proposed 2016 budget for the city of Annapolis during a council meeting tonight that will be closely watched by both city residents and employees. Early reports indicate that it will include a slight spending increase of 1.3% over last year’s $97.3 million. The mayor was visibly drained as he prepared for the evening meeting.

“Budgets are hard,” exclaimed the thirty-year old mayor in exasperation. “I was told there would be no math with this job and there is actually a LOT, and it’s not fair! Plus, I was supposed to go out this weekend but then I wasn’t allowed to and everybody else went without me, while I had to stay home and work on the stupid budget. I don’t see why we couldn’t have just done it next week, instead.”

But Ward 7 Alderman and Chair of the Finance Committee, Ian Pfeiffer, disputes the mayor’s assertion, saying that the situation was completely avoidable.

“The mayor knew for months that this was due today and he chose to put it off,” said Pfeiffer, patiently. “I urged him over and over to get it done and, unfortunately, it came down to this weekend. I also told him that’s he’s lucky to have me looking over his shoulder now, because when he moves on to state legislature, the work there is much harder and no one is going to be following him around saying, ‘You have to work on the budget, Mike.’ You are expected to keep up with the work on your own at the State House.”

Several insiders acknowledge that the mayor has a daunting challenge to balance the budget despite rising expenditures and falling revenues, and will see little help from a council that has not historically worked in cooperation with the Mayor’s office during previous budget negotiations. In fact, some say that the Mayor and council will have a very difficult time in coming to a budgetary agreement.

“Several of the alderpersons have confided in me that they have already decided to vote against the budget despite not having read it yet,” said one source who wished to remain anonymous. “It not that they really have a problem with the numbers, it’s just that they told me that they think it’s really funny when the mayor gets all mad during meetings.”
